Dear HTX Users,

To ensure the fairness of the HTX partner program and protect partner rights and interests, the platform has formulated the following specifications for upper-tier partners when adding lower-tier partners, along with clearly defined penalties for non-compliance. All partners are required to acknowledge and strictly abide by these rules.

I. Guidelines for Inviting Lower-Tier Partners

1、Informed Consent Principle

Upper-tier partners must obtain explicit consent from lower-tier partners before initiating the addition, ensuring the latter fully understands the partnership terms and benefits.

2、Information Verification Requirements

• Lower-tier partners must provide the following information to link with an upper-tier partner.
• Their HTX UID (Unique Identifier);
• The first two characters of their HTX registered email or the last two digits of their mobile phone number (case-sensitive for letters/numbers, used for identity verification).

3、Prohibited Practices During Lower-Tier Partner Addition

• When adding lower-tier partners, upper-tier partners are prohibited from acquiring verification data through unauthorized means or using fabricated data.
• Upper-tier partners are prohibited from illegally acquiring UIDs via scripting or other technical means to add lower-tier partners.
• Misrepresenting terms, making false claims, or manipulating data to induce lower-tier partners, or sending direct system invitations without communication, is strictly prohibited. Lower-tier partners may report such incidents.
  *All prohibited actions related to lower-tier partner addition include, but are not limited to, the above. Verified reports will result in penalties for the violating upper-tier partner, as per platform regulations.

4、Upper-Lower Tier Relationship Integrity

To protect the rights and interests of both upper and lower-tier partners, the platform will not accept any requests to terminate the relationship for lower-tier partners who were properly and compliantly added by upper-tier partners.

II. Penalties for Non-Compliance

For any violations of the above guidelines, the platform will investigate based on reports and evidence from lower-tier partners. Upon verification, the following penalties will be applied to upper-tier partners, depending on the severity of the infraction.

First Verified Non-Compliance	Formal written warning issued via the account manager; The platform reserves the right to recover any illicit gains.
Second Verified Non-Compliance	Strict written warning delivered through the account manager; 10% revenue share reduction for 7 days; The platform reserves the right to recover any illicit gains.
Third Verified Non-Compliance	Permanent exclusion from the HTX's partnership program and inclusion on the platform's blacklist; The platform reserves the right to recover any illicit gains.
Multiple (3+) Verified Reports from Different Lower-Tier Partners on the Same Day	Permanent exclusion from the HTX's partnership program and inclusion on the platform's blacklist; The platform reserves the right to recover any illicit gains.

III. Supplementary Notes

These rules shall be effective from April 2025 and apply to all partners. HTX reserves the right to apply these new rules retroactively to any verified historical violations. The platform maintains the final authority to interpret and adjust these regulations as required by operational needs.
